Further investigation on part of the federal agencies revealed that it was the stuffing with in the mattress which was responsible for the outbreak as many unscrupulous mattress manufacturers has made use of questionable substances for creating the filling in the mattresses. This prompted the Government to lay down stringent rules and regulations pertaining to the matter and the end result of the whole issue was the introduction of the mattress tags.
There were a number of reasons as to why mattress tags were chosen as the vehicle for establishing norms and these were to protect the consumers as well as the honest manufacturers. The mattress tag purpose was to indicate the filling within upholstered items so as to benefit the consumer and at the same time protect the industry by eliminating fraud and deception.
Thus not only was the consumer protected against the ill-health which resulted in the overall improvement of public health but even the honest mattress manufacturers were safeguarded against those who compromised on the quality of the product. Thus this law was based on the principle of operating within reasonable, realistic and fair requirements so that it would be provide equitable justice to the buyer as well as the seller.
